"The Archons are often behind the scenes maintaining order in the city - not always an easy task in a such a city filled with aspiring duelists. But somehow they manage to largely maintain some semblance of civic order. The High Archon is only known to the council and he (or she) is responsible for breaking ties and the occasional impasse. All of the Archons possess powerful magical items, but they are most easily recognized by the cloaks they are given when they ascend to office. Occasionally these cloaks are sold when a retired Archon or his family falls upon hard times. The most rare and power of these, the Cloak of the High Archon, is created by adding even more grandiose enchantments to the already powerful Cloak of the Archon."
